The EMI Project

The investment programme is aimed at obtaining a licence from the local supervisory authority to operate as an Electronic Money Institution (EMI) based in Malta and authorised by the Malta Financial Services Authority (MFSA) under the European E-Money Directive 2009/110/EC.

The project focuses on the issuance and redemption of electronic money, payment services and digital internet-banking solutions, with the objective of operating within the authorised perimeter and across countries reachable through SEPA.

The features and services described are objectives of the industrial project and will be made available only within the applicable authorised perimeter and after completion of the licensing process.

EMI objectives

The project aims to create and foster an integrated circular system that makes cross-border trade more efficient through a digital payments platform and an ecosystem aligned with technological developments.

  1. Verification of the eligibility requirements of participants in the payment network.
  2. Traceability and reconstructability of commercial transactions linked to money transfers carried out within the network.
  3. Mutual visibility among participants to foster new commercial exchange initiatives.
  4. Management of funds originated in multiple currencies, according to the service features and applicable limits.
  5. Continuous network availability, 24/7, supported by an appropriate level of user assistance.

Three Business Lines

The organisational model provides for a single payment platform, one Back Office and a central treasury function, with distinct professional capabilities for onboarding, customer management and service customisation.

B2BCommodity trading and business-to-business exchanges organised according to the product sectors served by the payment network.
B2CPurchase of goods and services through multiple sales channels and digital payment instruments.
C2CMoney transfers between participants in the payment network, within the perimeter permitted by applicable regulations.

System Operating Model

The digital payments system is designed to enable secure transfers to a mobile wallet and to integrate different funding and use channels.

  • Wallet funding through bank transfers and other instruments permitted by the market and authorised perimeter.
  • P2P transfers between participants in the network.
  • Transfers to bank accounts or compatible payment instruments.
  • Access to contracted physical channels for operations permitted by the service.

The model integrates balance management, clearing and settlement logic, the features of open card schemes and a technology infrastructure capable of supporting the messaging required for electronic-money transfers.

Key differentiators

The project aims to combine accessibility, interoperability and operational continuity in a single digital experience. In particular, the model is designed to:

  1. facilitate electronic-money transfers between users with different levels of access to banking services, in permitted countries and use cases;
  2. enable interaction with a network of contracted partners and physical channels;
  3. support payment instructions to bank accounts;
  4. integrate funding, cards, merchant purchases and online purchases.

Financial Flow Integration

The industrial project is designed to manage different types of transfers and payments in an integrated way, including SCT, SDD and digital P2P transactions, through an interconnection system between different financial platforms.

The architecture is designed to connect banking channels, electronic money, payment cards and digital systems through a common Back Office and central treasury model.
